Mr. Singhal is an Electronics and Communication Engineer from IIT BHU Varanasi with Diploma in Business and Finance-ICFAI. He joined GAIL in 1989 and has spent more than 3 decades at GAIL in various profiles.

He has gained extensive exposure in operation and maintenance of natural gas installations, SCADA and Telecom, LNG sourcing, trading, shipping, marketing and business development activities covering merger and acquisition, diversification, renewables and green hydrogen.

Presently as Director (Business Development), he is responsible for building GAIL’s business portfolio in India and abroad, merger and acquisition, petrochemical operations and expansion, exploration and production, research and development, start-up initiatives, health safety and environment management, quality management and project development.

A few of his notable achievements include marketing of US LNG to fertiliser plants under long-term contracts, renegotiation of LNG sourcing contracts from Qatar and Russia, acquisition of JBF Petrochemical Limited, setting up of India’s first Small Scale LNG project and acquisition of 26% stake in Japonica, an LNG vessel company.

Shri Vivek Srivastava is Chemical Engineer from Institute of Technology-Banaras Hindu University, Varanasi (Now known as IIT-BHU). He is also a qualified Safety professional (Advanced diploma in industrial safety) and Certified “Energy Auditor” by Bureau of Energy Efficiency (BEE). He is a qualified “Internal Auditor” for ISO 9001: 2015, 14001: 2015, ISO 45001:2018 & ISO 50001:2018.

He joined Rashtriya Chemicals and Fertilizers Limited in December 1991 as Management Trainee and rose to the post of General Manager in April-2023. In his long career spanning more than 30 years, he has worked in various capacities in Urea, Heavy Water Plant, Fire & safety and NPK project.

He areas of expertise include Large continuous chemical plant operations , Production planning, Raw material acquisition, Project activities, Energy Management , implementation of ISO standards, Co-ordinating with regulatory Authorities & external agencies, Process Safety Management, Safety Audits, Safety training and HAZOP.

He has published & presented technical papers in various forums.

Dr Rahul Subhash Jagtap has taken over the charge of Chief Vigilance Officer of Rashtriya Chemicals and Fertilizers Ltd., Mumbai with effect from 30th March, 2024. He is a member of the 2000 batch of Indian Statistical Service (ISS). He has working experience of more than 23 years in organizations under various ministries of the Government of India. During previous postings, he has served at NSSO (Data Processing Centre), Ministry of Statistics & Programme Implementation, Ahmedabad; Central Water & Power Research Station, Ministry of Jal Shakti, Pune; NSSO (Zonal Office, Field Operations Division), Ministry of Statistics & Programme Implementation, Nagpur and CBHI, Regional Office for Health & Family Welfare, Bhopal etc. He holds a Master of Science and PhD in Statistics subject from Savitribai Phule Pune University (erstwhile University of Pune). His areas of interest are official statistics and stochastic hydrology. He has published about 35 research articles in Journals and Conference proceedings; presented papers in conferences and delivered lectures in various training programmes. He has received extensive in-service training in the fields of official statistical system, management development, team building and leadership, administration and foundation, evaluation of projects at renowned national institutions; ‘Developments in International Statistical Systems’ at Statistics Netherlands, The Hague.

He has more than 28 years of experience in Mega Petrochemical Plant operations particularly in Gas Cracker Unit, Technical Services Deptt., Integrated Offsite Plant & having wide exposure of Carrying out Mega turnaround of entirePetrochemical Complex.

Besides that, he had also worked in critical positionin Production planning, Strategy Making in Polymer Grade Change Over inclose coordination with marketing company for profit maximization, Raw material (Natural Gas) acquisition, Bio- diversification in plant & township and Energy Conservation.He also acted as bridge between Marketing Services Group (MSG), Pata and OilMarketing Company (OMC, viz. IOCL/ HPCL/ BPCL) for distribution of LiquidHydrocarbons (LPG & Propane).

He coordinated the Process of SafetyManagement, Safety Audits, Documenting Standard Operating Procedures(inhouse & with Process Licensor), Safety Training, Digitization and HAZOP.

He is also associated in Bathymetric Survey of Six nos. of Raw Water Reservoirshaving total Capacity of 7 Lakhs M3 for assessing silt deposition on real time basisand subsequent mechanical dredging for preparing site to install floating Solar Panel,an Initiative to net zero emission.

He had successfully undertaken various initiatives under the caption of ‘Waste toWealth’ by recovering & selling Slop Oil (a revenue earning) earlier that waseventually converted into Oily Sludge as Hazardous Waste being disposed toTSDF involving the substantial revenue expenditure.His combined effort with his team made the ETP/WWTP Plant a sustainable future of Mother Earth by reducing the VOC/ BOD/ COD level far below thestipulated limit of CPCB/ UPPCB/ MoEF&CC.

She is nominated Director (Finance) Talcher Fertilizers Limited (TFL) on 4th June 2022.

She is associated with TFL from October 2018 and played active role in achievement of the Financial closure of Rs 9559.59 crores for TFL Project with Consortium of Nine Banks including execution of Loan Facility Agreement in June 2021. She was also Member of Working Committee for suitable pricing model for marketing of Methanol.

She joined Coal India Limited in 2006 as Finance Officer at Cost and Budget Division of Bharat Coking Coal Limited, Dhanbad. Later in 2008 she joined International Coal Ventures Limited (ICVL), a joint venture of CIL, SAIL & NTPC at Delhi where she worked in the field of acquisitions of coal mines overseas.

She completed her post graduation, Master of Business Administration (Finance) from prestigious Jawaharlal Nehru Technological University, Hyderabad in 2000. She has diverse experience of 22 years of which 16 years is in Coal Industry.

Shri Sunil Vinayak Pevekar has been appointed on 9th August 2024, as Chief Operating Officer (Down Stream) of Talcher Fertilizer Limited. (TFL)

He is a graduate in Mechanical Engineering from Victoria Jubilee Technical Institute, Mumbai. He has started his career as a Management Trainee (Mechanical) on November 1991 at Rashtriya Chemical and Fertilizers (RCF) Limited, Thal Unit.

He has 33 Years of diverse experience in Mechanical maintenance departments of Suphala Plant, Steam Generation Plant / Yard Piping, Ammonia I Plant, Maintenance Engineering Services department and Urea /ABC Plant during his tenure at Thal and Trombay unit.

He was involved in following activities while working in various Plants at Thal & Trombay unit.

  • Planning and execution of day to day, preventive and shutdown maintenance jobs
  • Planning of preventive maintenance jobs, based on the check list & reports from CMC / NDT Cell.
  • Ensuring the availability of critical equipment spares, Contract agency for day to day and Shut down maintenance jobs.
  • Following the Safety procedures and ensuring safe execution of maintenance jobs.
  • Ensuring no tripping of Plant due to failure of mechanical equipment.
  • Initiating and implementing the Improvement, Capital budget, Improvement & Energy conservation jobs in the Plant.
  • Identification of areas of concern, analyzing the problems in Plant & taking necessary action.

He has successfully carried out following technical modifications and energy conservation measures at Trombay Unit:

Steam Generation Plant:

    • Reduction in Oxygen in flue gas from 4.5% to 2.3% by modification of linkage mechanism of Vane Controller assembly of ID/FD fans of Boiler no.1,2 &3
    • Replacement of nine stage BFW Pump by eight stage BFW Pump of KSB make in Boiler no.1 & 2
    • Overhauling of 1 no. of (spare) Reduction gear box (M/s FALK USA make) for Air Preheater

Urea Plant:

  • Hook up and commissioning of various Static and Rotating equipment’s which were installed under Casale revamp Project in Urea Plant. Achieved specific energy consumption of 5.9 MKcal /MT against 6.5 MKcal/MT.
  • Replacement of a kettle type Carbamate Condenser (E 604 A).
  • Procurement of a Stripper having Bimetallic Tubes from M/s L&T Hazira & successful replacement in March 2023.
  • Procurement, installation and commissioning of 2 nos. of Burckhardt make Air Compressors and motors for supply of Passivation air to new Bimetallic Stripper.
  • Procurement of a new Carbamate Condenser and Carbamate Ejector assembly.
  • Replacement of FRP blades by Energy efficient blade Assembly of 2 nos. of Cooling Tower fans in Urea Plant.

Dr. S. Ramesh is a seasoned leader in the chemical and energy industries, recognized for his ability to drive complex projects to successful completion and for his commitment to operational excellence. With a career spanning more than three decades, he has played a pivotal role in shaping large scale industrial projects and mentoring teams across diverse sectors.

Dr. Ramesh graduated in Chemical Engineering from Andhra University, Visakhapatnam in 1994 and earned his Ph.D. from JUET, Guna, Madhya Pradesh in 2014. His expertise covers project management, construction management, commissioning, and operation & maintenance across industries such as Chlor Alkali, Polymers, Natural Gas Processing, Liquid Hydrocarbon Logistics, Natural Gas Compressor Stations, Technical Services, and LPG Cross Country Pipelines.

He began his career with United Phosphorus Ltd. (1994–1997) as a Production Engineer, where he contributed to the greenfield Chlor Alkali project from its inception through commissioning. In 1997, he joined GAIL (India) Ltd., playing a key role in the erection, commissioning, and operations of the HDPE plant at the GAIL Petrochemical Complex. From 2002 to 2012, Dr. Ramesh worked at the Vijaipur Natural Gas Processing Complex, specializing in natural gas processing and liquid hydrocarbon logistics. Between 2012 and 2014, he was instrumental in the C2C3 Recovery Unit and VDPL Compressor Station Projects.

From 2014 to 2026, he was associated with the Vizag–Secunderabad Cross Country LPG Pipeline and Brahmaputra Crackers and Polymers Ltd., where he held leadership roles across LPG pipeline operations, pipeline maintenance, LLDPE plant operations, and technical services.

Shri Dinesh Singh Jhala is an Associate Member of the Institute of Company Secretaries of India (ICSI) and holds degrees in Law (LL.B.), Commerce (B.Com.), along with a Diploma in Intellectual Property Rights (IPR). He possesses over 16 years of rich professional experience in Corporate Secretarial, Legal, Governance, Regulatory Compliance and Board Management functions.

Prior to joining Talcher Fertilizers Limited, he served in various leadership positions in Central Public Sector Enterprises (CPSEs), Government Joint Ventures and Special Purpose Vehicles (SPVs), including Dholera Industrial City Development Limited (DICDL), Armoured Vehicles Nigam Limited (AVNL), Gujarat Metro Rail Corporation Limited (GMRC) and other reputed organizations.

At TFL, he is heading the Legal and Company Secretarial functions and is responsible for corporate governance, statutory compliances, Board and Committee matters, legal affairs, regulatory coordination, stakeholder management and liaison with Government authorities, auditors and regulatory agencies.

He has extensive expertise in the Companies Act, 2013, Corporate Governance, DPE Guidelines, FEMA, RBI Regulations, SEBI compliances, legal documentation, arbitration matters and corporate regulatory frameworks. Throughout his career, he has been actively associated with Board processes, governance initiatives, audit coordination, policy formulation and compliance management in large public sector and joint venture organizations.
